Regional Development Company of Crete S.A.

The Regional Development Company of Crete S.A. (P.ANETAI.K.), originally named Development Company of the Prefecture of Chania S.A., was established in 2003 to manage on behalf of the then prefectural administration, OADYK (now OAK), and the Union of Agricultural Cooperatives (EAS) the then Regional Market of Chania (fruits and vegetables) and the building complex in Agyia. The purpose was for the building complex to operate as an exhibition and development center under the name "Mediterranean Development Center of Crete" during 2004-2006.

In 2017, the Regional Authority proceeded with a reorganization of the corporate structure of P.ANETAI.K. S.A., aiming to utilize it as the developmental arm of the Region, as it is the only Development Company of the Region of Crete. The Region of Crete holds the majority of the corporate capital along with the Crete Development Organization S.A.

Διάλυση του ΣΚΟΠ με το ν. 2538/1-12-1997

Διάλυση του ΣΚΟΠ με το ν. 2538/1-12-1997 και ρύθμιση των εκκρεμοτήτων των τριών Περιφερειακών Αγορών που είχαν ολοκληρωθεί ή ημιτελώς κατασκευαστεί. Η ιδιοκτησία τους αναλαμβάνεται προσωρινά από το Υπουργείο Γεωργίας έως ότου σύμφωνα με τον ίδιο νόμο παραχωρηθεί η ΠΑΧ σε εταιρεία που θα συστήσουν η Νομαρχιακή Αυτοδιοίκηση Χανίων, ο ΟΑΔΥΚ και η Ένωση Αγροτικών Συνεταιρισμών, αφού προηγουμένως γίνει εκκαθάριση της κινητής και ακίνητης περιουσίας της.

Το 1998 ορίζεται η επιτροπή εκκαθάρισης της ΠΑΧ από τον Υπουργό Γεωργίας.

2003

Renaming of the former Chania Regional Market complex to MEDITERRANEAN DEVELOPMENT CENTER OF CRETE (decision of the Board of Directors of ANAPTYXIAKI N. CHANION A.E. in August 2003).

2004-2006

Granting of the real estate property of the Chania Regional Market to the DEVELOPMENT COMPANY OF CHANIA

Decision granting the real estate property of the Chania Regional Market to the DEVELOPMENT COMPANY OF N. CHANIA S.A. by the Minister of Agriculture.

Preparation by the DEVELOPMENT COMPANY OF N. CHANIA S.A. of a utilization plan for the space as an Exhibition Development Multipurpose Center, funded by the Ministry of Finance.

Proposal for the relocation of OADYK and the Directorate of Agricultural Economy and Veterinary (DAOK) of Chania.

Organization of 2-day events for three consecutive years titled "CRETE – LAND & CULTURE" in collaboration with the Prefecture and Local Authorities of the Chania regional unit.

Relocation of OADYK (now OAK) to the Agia building complex and decision for the relocation of DAOK which took place in 2009.

Non-use and non-utilization of other areas of the building complex.Existence of several operational and administrative issues regarding the unused infrastructures.

2018-

Increase of share capital

Increase of the company’s share capital and change in the company’s shareholder structure (Region of Crete 56.71% and OAK 43.29%). New corporate structure and amendment of the operating statute.

Today

Among the purposes of P.AN.ETAI.K. AE are included:

  • The management of the former Regional Market of Chania, with its main activity being the organization of exhibitions and the creation of a Development Exhibition Center focused locally, regionally, and internationally with a broad exhibition theme and particular attention to the promotion and distribution of Cretan products, especially agri-food products as well as agricultural production means, methods, and supplies. This includes activities such as the design and implementation of investment projects and business activities, the management and utilization of properties granted for use and exploitation within its purposes, the creation of exhibition-museum, educational-interactive spaces, incubators, open workshops, etc., the organization of events, exhibitions, conferences, the publication of books, magazines, and other print media, as well as education and training of the local population, particularly those involved in the primary sector.

Furthermore, the following purposes are included:

  • The expansion, management, and utilization of infrastructure and environment of the Region of Crete.
  • The design, implementation, management, and evaluation of Greek and European programs and the submission of comprehensive proposals including preparation and submission of files to secure funding and resources for its own account or for third parties and businesses involved in regional development.
  • The creation of special management funds or credit institutions to support businesses or entrepreneurial initiatives in the Region of Crete.
  • The provision of executive and developmental services to bodies and businesses of the Region of Crete, the utilization of their assets, the preparation of all types of studies, and the design and implementation of their programs.
  • The undertaking of any form of initiatives and actions aimed at the preservation, promotion, and highlighting of cultural heritage, as well as the planned qualitative tourism development of the Region of Crete.
  • The drafting, preparation, participation, and execution of circular economy actions.
  • Production, storage, self-consumption or sale or distribution of electrical or other energy from Renewable Energy Sources (RES) plants, Combined Heat and Power (CHP) plants, or Hybrid Plants.
  • Provision of energy services.

The legal framework of P.AN.ETAI.K. for the establishment and operation of P.AN.ETAI.K. S.A. is defined by the current provisions of laws 3463/2006 (Government Gazette A’ 114/30.6.2006) and 4548/2018.

The Company operates as a Second Degree Local Government Development S.A. and is a Private Legal Entity (N.P.I.D.). It is the only company that has the form of a development anonymous company in which the Region can hold the majority of the share capital. It operates in accordance with the provisions of commercial and tax legislation, and the specific regulations of paragraph 194 of law 3852/2010.

Development anonymous companies are allowed to participate in other companies to promote the developmental objectives of the region following a decision by the relevant administrative board and with the consent of the relevant regional council by absolute majority of its total members, applying otherwise the provisions of codified law 2190/1920.

Personnel are hired according to the provisions of law 2190/1994 (Government Gazette 28/03.03.1994) as in force. For the conclusion of work contracts, the provisions of law 2527/1997 (Government Gazette A’ 206/8.10.1997) apply. In all cases, Ministerial Decision 33/2006 (Government Gazette A’ 280/28.12.2006) is applied.

The General Assembly of the Company's shareholders is its highest governing body.

The Company is governed by a 9-member Board of Directors (BoD), which includes six representatives from the Region of Crete and three representatives from the O.A.K., appointed following decisions by their competent bodies.

The current Board of Directors of P.AN.ETAI.K. S.A., with a term until 31/01/2027, consists of:
